Add Timezone and Locale Configuration

Add capability to the install.sh script to enable configuration of timezone and locale for the webpanel functionality. PR includes changes for:

• Prompt for and configure timezone and language for webpanel functionality
• Updating pip3 commands to instead be "python3 -m pip" (safer)
• Aesthetics of install.sh script (consistency)

As a note, this addresses Issue #58.
