It should be possible to configure some properties of the SD card image during construction, for instance:

hostname
default username
SSH public key for default user

With 631510c, installation can be customized by dropping files into system/root.local/ to customize the generated image. While this isn't a fully automated solution, it's enough to get a development system running quite easily.
