Add caching functionality to safety-code.org CDS service

MSC interpretation result pages (HTML pages) should be cached. This would make 
it much faster to scan one and the same MSC QR-code repeatedly. This increased 
speed is both useful for demos and clinical routine (doctors should not usually 
have to wait more than 1-2 seconds for results).

Of course, the cache needs to be re-created when the underlying OWL model 
changes (preferably automatically, i.e., even before the user scans the QR code 
again).
