Minor changes and cleanup

Several things I've changed in the dev branch for my own use cases, which seem worth pushing upstream:

• Made the same compile fixes as in the PR request on main.
• Ensured everything compiles on macOS and Linux.
• Made sure all effect task classes are exported.
• Changed certain parameters to const variants where the engine is likely to provide a const version.
• Made subclassing effects easier by allowing IsPeriodPaused to be overridden and various internal functions to be called in subclasses.

I'm actually going to redo this on a separate branch so as to segment off some features, so closing this out.
