Punctuation inside of quotation (Global) #15

Once other PRs are merged, we will create a PR to move end of sentence punctuation outside of quotations (when the quoted material does not itself contain punctuation) to match guidance in RFC 7322.

Original: Too often, the use of distributed consensus is perceived as imbuing all parts of a project with "decentralization."

Will become: Too often, the use of distributed consensus is perceived as imbuing all parts of a project with "decentralization".
