Clarification of "This definition" (Section 2) #21

Section 2 contains a number of definitions and information about centralization in the first four paragraphs. Might it be helpful to the reader to begin paragraph 5 with more certainty about which definition is being discussed?

Original: This definition does not capture all types of centralization.
