Pronoun/Antecedent clarification question (Section 4.2) #3

May we clarify that "they" refers to "decentralization techniques"?

Original: Any claim needs to be critically evaluated: as discussed in Section 2, not all centralization is automatically harmful, and per Section 3, decentralization techniques do not automatically address all centralization harms - and they may bring their own risks.

Perhaps: Any claim needs to be critically evaluated. As discussed in Section 2, not all centralization is automatically harmful, and per Section 3, decentralization techniques do not automatically address all centralization harms and these techniques may bring their own risks.
