Since we allow blockquote in li and if we are going to allow aside in dd per https://github.com/rfc-format/draft-iab-xml2rfc-v3-bis/issues/192 (as we do for li) then for the sake of consistency we might want to allow blockquote in dd.

Discussion on rfc-interest indicates that this would be useful and not harmful. I'll provisionally label this as WILL DOCUMENT.
