What (approximately) is in scope for the rswg list vs the rfc-interest list? And what should be dispatched to IETF and IRTF lists, or to the IAB and Independent streams?

Having a short description of the list differences and overlaps for rswg and rfc-interest would be useful, but it should probably come from the RSAB.

This issue should be expanded to include the chairs' question about the scope boundary between RSWG Policy and RPC Practice.
