How to better support authors writing bis documents

The production of bis documents is very common and authors report that they often start this by taking the existing document and working from there. This can involve a number of complexities for the author:

• Where's the source of the original document and what format is it in?
• What is the licensing of the original and what is needed in order to update it?
• Applying known errata to the original document

The RSWG might not be the best place to solve this but it seems a good place to understand the requirements.
