BCPs on the IAB stream [Carpenter] #4

Several BCPs have been assigned to the IAB stream, but only the IETF can publish BCPs. This seems to be an operational question, easy to fix, but perhaps a brief policy clarification is needed.

Example: RFC 2850 etc (see threads with titles "BCPs on the IAB stream" and "Stream anomaly")

This is a serious policy issue, one that affect at least one new draft that could be coming out soon. It would be good to resolve this. I lean towards "IAB cannot issue BCPs even when their documents talk about practices".
