The policy question is what sort of information should/must be in the announcements and which communities should receive them. Clearly the details are an operational matter.

This seems like a minor policy issue with no immediate need.

I'm not sure this is even a policy issue - more like something the RPC could maintain an "operational statement" about that the community can recommend changes to.
