AUTH48 policy issues [Carpenter] #8

Although many of the issues discussed recently are IETF-specific, they can only be resolved if there is some generic policy in place. Issues include public review, issue tracking, late surprises, unreasonable delays, etc.

A policy issue I encounter much more often than I would want is "Is it OK to make 'minor' technical changes during AUTH48?" I would like to see this dealt with in the RSWG.
