(use na when API docs (Release notes, etc) do not need to be updated)

Using Google Map API for getting timezone and country from latitude and longitude
- fallback with node-geo-tz lib for timezone test still won't pass since it has to pass google api key for testing

Tests that call an API will be too slow (especially unit tests). Suggest you mock out Google API for any int and unit tests.

@rassokhin-s , I still haven't created any api key for this since I don't think I have a permission on rfcx google cloud.
