Idea: Build a list of translation status #91

It would be nice to have a overview of the language's translation status, mainly the not published ones. For instance, Russian is currently not published, how is the minimum requirement of PEP 545.

Having a central place to look the translation status / percentage would allow a quick look to have such answers.

The minimum requirements for PEP 545 are quite low (https://peps.python.org/pep-0545/#add-support-for-translations-in-docsbuild-scripts). I'm happy to add more languages to docsbuild-scripts.

Do any of you know why I'm seeing:

when building pt_BR (see build output)?
