alter vpp flags with loose archives

need a way to alter archive flags while it's being repackaged with loose archive. example:

• misc.vpp_pc/entries - normal files
• misc.vpp_pc/,flags.json: {"mode": "compressed"}
• resulting vpp_pc should be compressed-only regardless of initial flags
