Steel Assault runs fast on high refresh-rate monitors #61

Noticeable when I run it on my 144Hz monitor. Normal speed when running on the 60 Hz monitor. I asked upstream.

Turns out setting the option "Framerate Limiter" in the the graphics menu fixes this.
