This is already built into ginga, I just never figured out how to use it.

From the website: 

Pressing Space followed by “s” key will put the viewer into “cuts” mode. Here you can invoke a dual (high and low) interactive cut levels.

I'm not totally sure how to get out of that mode.

Just need to read more about ginga - closing for now.
