maskwrapper: add proper motion cut to sources

Describe the bug we are masking HII regions in galaxies because these are gaia sources. However, if we apply a proper motion cut these should go away.

Suggested solution

• Greg used pmra > 5 or pmdec > 5
• could do sqrt(pmra2 + pmdec2) > 5
