Add option to sleep after killing process #284

For some reason, when I enable earlyoom it always kills my whole desktop when I run out of ram. An option to wait a few seconds after a process was killed so the ram can be freed would help a lot.

Hi, can you share the log from when this happens?

The thing is, earlyoom should already now wait for the RAM to be freed.
