Add submit help to tidytues.day #729

Add a redirect at tidytues.day/submit that goes to ... either CONTRIBUTING or the PR instructions. I need to think about that a little.

My vote is for CONTRIBUTING. PR doesn't link back to it but you can get to PR from CONTRIBUTING. I think we'll just give priority to PR submissions rather than issues.
