Add the ChromBackendDataFrame implementatiom of a ChromBackend (similar to the MsBackendDataFrame.
Add related documentation.
Add related unit tests.

Note: travis ci fails because the Rle compression utilities are not yet merged into the MsCoreUtils master branch.
