flush rules and table when apf stop #28

Hi @rfxn , thank you for the last merge.

For this merge request, I am using ip6tables for preproute.rules and when apf is restart, the rule keep appending when USE_IPV6=1.

If this MR is okay, can you please make a release because I'm using it for a lot of servers? :-)
