Fix: wget fails when ipv6 is disabled on host #8

Problem: Downloading rules fails when IPv6 is disabled on the host:

apf(29397): {resnet} downloading http://cdn.rfxn.com/downloads/reserved.networks
apf(29397): {resnet} download of http://cdn.rfxn.com/downloads/reserved.networks failed

Fix: Run wget in IPv4-only mode
