Glow should be disabled when an instrument is playing on-stage and nothing is happening (player is not dragging anything).
I am not sure if glow should be enabled when a player is dragging an instrument. Possibly all glow should turn on when its picked up, or possibly only empty spots should glow. Will depend on what looks better.
