Homebrew update #24

Hi,

I'd like to update this https://github.com/Homebrew/homebrew-core/blob/HEAD/Formula/libcsv.rb to point to GitHub now.

I can't see any version takes or releases in this repo though. I presume it's not 3.0.3 anymore?

I see we're still on v3.0.3, so no point then - https://github.com/rgamble/libcsv/blob/master/configure.ac#L1
