If the PR is accepted I should be able to add the watchdog manual to the plugins manual.

Why is this PR copying over files I've created which don't need to be changed?

Later Do you want me to move modules/ and everything below to manual/watchdog/modules? ? Plus move antora.yml down to manual/watchdog?
