LIBS: TP Streamline #63

  1. new Weatherfax libs ---> Watchdog libs
  2. new Weather_Routing libs ---> Watchdog libs
  3. Watchdog libs were the same in the other weatherfax libs
  4. only difference is watchdog nmea0183 has about 30 backup .bak files otherwise the two libs/nmea0183 are the same.
  5. Also compared Watchdog to Weather_routing all libs were the same.

Will need to push some changes to cmakelists.txt in both watchdog and weather_routing. Watchdog cmakelists.txt can be simplified to remove ocpnsrc ocpnhdrs extsrc extinclude etc. Watchdog ASCAT needs some improvements.
