Weatherfax windows msvc-wx32 is failing #135

I have checked the circleci-msvc-build.bat file and it appears to be identical to testplugin. I have tried rerunning the build from circleci. twice and it still fails. go back to the old version using appveyor? but why does it fail? Weatherfax-Windows-wx32-failure

plus two android failures... Also, do we need these two ci/extra/ files now? two-android-builds

PS Here is the current TP Plugin List which I try to keep current and is edited often.

@bdbcat Maybe I should try reverting wxfax and reapply TP1.0.253 looking very carefully, because wxfax is a little different?
