Rename `[external-dependencies]` to `[external]`? #2

A bit of a bikeshed perhaps, but I noticed that after implementing optional dependencies the same way as it's done for the project] table, this looks pretty bad:

[external-dependencies.optional-dependencies]

I've made the change to [external], I think it looks cleaner now. Closing.
