Follow up on PURL pending items #5

There are two topics where PURL isn't complete enough for our purposes:

  1. Version ranges - there's a PR, but it seems to have stalled.
  2. Virtual dependencies. No discussion on the PURL repo about that one as far as I could tell from a quick browse. We made up our own virtual:... but PURL support would be better - maybe we can contribute it?
