I have solved this problem now, and I don't know how to solve it. I will close ISP and restart it, and then install the unlock file again.

Try to unload and install the unlock file several times, and restart the machine. Then when you are ready to give up, insert the DP + + interface video signal, and suddenly find that it has been successfully unlocked.
