Make the back/forward buttons work as expected. I believe this will also
allow bookmarking.

I think back/forward should work for the current version since we are only ever
changing the url for the actual javadoc showing frame.

Giving urls the flavour 
http://dev.latest.java-api.appspot.com/#doc=jre/show=java.lang.String

would allow bookmarking.

Initial data after the '#' in the url would be the javadoc set we are working 
with
and the current item being shown in the main frame.
