Merge CDCs #36

Currently there are three CDCs:

Probe Debug O
Target Debug IO
sigrok

That is confusing.

Perhaps it makes sense to merge the two debug CDCs into one? Sigrok should only be enabled for targets with enough input pins (so the debug probe could be without sigrok)
