Add documentation #3

We should document how to use stencil again, but this time focus on the fact that we're just providing a repository management tool, instead of an entire framework all at once. This will make it easier for users to adopt the tool, but also reduce the scope of documentation significantly.

I've torn down the old hugo backed setup because it wasn't offering us much. I suggest we roll with the GitHub Wikis for now.
