Add contact/organization to a package definition? #24

Should we add contact/organization to a package definition (if so this would duplicate what is already in a YANG instance data document), so perhaps it should only be in the YANG library definition?

I've added them in the latest update.

I think that when the packages draft defines how it uses YANG instance data files, it should RECOMMEND that the description, contact, organization, timestamp leaves in the YANG instance data header are not used, and the ones in the package definition should be used instead.

Basically, I want to avoid everyone writing exactly the same data twice.
