Update requirements to match what is already on the TensorFlow 1.2 (based on RHEL 8.7) notebook image in RHODS.

Fixes https://github.com/rh-aiservices-bu/mnist-tensorflow-model/issues/1.

But the documentation should also explicitly state that the RHEL 8-based image is required.
