Fixes: Image pulling policy fix for the deployment config, better handing on the rollout flow so that deployment status can be monitored properly.

There seems to be a lot of whitespace changes. Please review changed files and make sure there not diffs that have no impact and take unnecessary time away from reviewer.

I double verified they are good. Spaces or line positions may be adjusted in order to format the text to align with the format of other text.
