NOTE the solution in this PR does not actually solve the original problem. it will therefore be closed or rewritten.

A provision has been made in Artemis to help solve this, see https://github.com/apache/activemq-artemis/pull/4645

FYI: I'll have to wait until Artemis 2.32.0 is released to be able to complete this (as I cannot easily test this with a snapshot release)
