Private ARO cluster fixes #480

  1. Revise ARO Quota instructions and screenshot since the Azure interface has changed how quota requests work.
  2. Narrow the sshuttle subnet CIDR to match the NETWORK_SUBNET CIDR to prevent additional IPs from being proxied to the private network.
  3. Fix indentation on "az aro create" so that command is included in shell history
