Options about switching to the download view when a download starts

The following options should be added:

Open the downlaod view when a download starts. True by default.
Always switch to the download view when a download starts. True by default.
When the previous option is on, move the download view next to the current tab. True by default.

The last option is not possible. We cannot move a tab programmatically.
