INSTALL: add note about missing efivar.h error #31

This seems to be a common enough issue that it should be documented in the INSTALL information.

I've already pushed a patch that says to get efivar, but I think you're right to specifically show the error. With that said, I've fixed this up not to conflict with the other change and pushed it to master.
