I don't think you can have a single rule to indicate that "Tur" is stressed at the end of a word. I only could make a rule that "tur" is stressed if something else is before it, but it would also stress it when there are other letters after it. And there are so many words in german where "tur" is stressed at the end of the word that it would be nice if there was a single rule to tell espeak that when the last 3 Characters are "TUR" that "U" is stressed. May be I also didn't know about it and there is, if so, please let me know. I hope that also was somewhat understandable to you.
