MediaTime Not Maintained #387

Samples sent into the decoder with media times set get delivered out of the 
decoder with the media times stripped.  It would be very helpful if the media 
time could be maintained.

This is unlikely to happen since with codecs with delay and re-ordering, the 
actual decoders need to keep track of this information, and with some of the 
implementation I'm happy if it manages to track the actual timestamp properly.
