Problem seeking in WMV files. #422

Describe the issue you're having:

When seeking during playback of WMV files, the playback will stutters for a few 
seconds, before the playback will become smooth again. Playback will start OK, 
but when you start seeking one or twice, playback will stutter for a few 
seconds before fluid playback resumes.

How can the issue be reproduced? Sample File?

What version of the product are you using? In which Player?

LAV Filters latest git.

Reproduceable in both MPC-HC and PotPlayer, with madVR and EVR custom 
presenter. Also happens no matter what decoding method used (WMV9 DMO, avcodec, 
DXVA).

Please provide any additional information below.

This problem can be mitigated somewhat if WMF Source is used. And even then, 
not perfectly.

Seeking in WMV is always hit or miss, I'm afraid there is not much which can be 
done to improve it.

Some fixes recently went into seeking in WMV, but I'm afraid thats all that can 
really be done. A short stutter after seek is sometimes unavoidable because it 
needs to sync up playback again.
