Add partial masked provider #45

Adds a new provider which applies partial masking. The provider can be configured to leave an amount of characters on both the left and right side of a string unmasked.

Hi and thanks for your another pull request. This feature seems to be good addition to the anonymizer. I will try it out as soon as possible.
