My PC was not updated yet to 9878, can't check now.
Seems like your screenshot was made with internal ConEmu option. It does not
shows parts of screen. Please upload proper one.
At last. Press CtrlWinAltSpace and look at RealConsole - does scrollbar exist
there? If not - try to change window buffer height within RealConsole
properties.

cmd.exe is working properly.
Even setting the buffer to 1000 back to a default value.
Settings in the buffer is the value in 1000.
Actually the scrollbar on the side is there, but it is not activated.

There are no buffer actually in "Debug_option_buffer_size.PNG".
If you set Screen buffer height to 1000 manually what will happen?
PS. settings.PNG does not apply buffer height immediately (even in 'proper'
Windows versions).

Even putting the value of 1000 does not change anything in the program (has
no effect).

But! What shows it in the console properties? Your screenshot has "22" lines
which is obviously a bug if you has scrolling.

Finally I get this build. Function GetConsoleDisplayMode was returned new and
unknown flags. That was caused scrollbar disappearing.

This is definitely the bug if the build 9879.
Promised to be fixed in the next Win10 build.
