I have the exact same problem; Rick, how was your issue resolved by Webroot?

here is what I did to resolve issue.

Add the file to the Identity Shield to insure that it isn't set to 'Block'

To resolve the issue you are experiencing, you will need to add
ConEmu64.exe to the Identity Shield and set it to Allow. By doing this, the
program will be able to run without interruption.

1. Open SecureAnywhere and click the gear icon to the right of "Identity
Protection."
2. Click on the "Application Protection" tab.

If you see the file already, just make sure that it is set to "protect",
not "block"

If you don't see it, please follow the instructions below.

3. In the lower right corner, click "Add Application."
4. A file browser window appears. From here, you can navigate to the
program directly or you can type it in manually. The program that needs to
be added is:

C:\Program Files\ConEmu\ConEmu64.exe

5. Select the "Protect" circle in the row next to the file name.

Two things.
1. It's strange for me that Webroot blocks clipboard acquiring immediately
after copying to clipboard.
2. Try intelligent mode. If you press RClick while LeftButton is still pressed
- copying/pasting will be processed internally without clipboard utilization.
