File system resources #3

We need a resource type, configured as a dependency on a job, where that dependency isn't met until a file or set of files exist.

The resource should be configurable using certain substitutable variables such as the date or previous date and time.

You might also want a resource to be defined by the result of a script. Since we have lots of S3 stored resources that arn't actually on any one disk.
