ci: fix dependency.yml workflow #117

Changes:

  1. Fix the logic in the dependency.yml file to make it work.
  2. Turn off prepack script because it crashes the prepack workflow logic.

looks good - lets try with shamefully-hoist=true, I think this should work too and seems to be more performant
